As part of the CGIAR group, CIAT based in Colombia, aims to reduce hunger and poverty in the tropics through research that increases the eco-efficiency of agriculture. The research strategy of the Natural Resources and Genetics Program focuses on the exploitation of the genetic resources for sources of genes for disease –pest resistance, a-biotic stress, nutritional quality, added value traits and yield potential. The programs integrate breeding, biotechnological techniques including molecular markers, genomics, tissue culture. The Decision and Policy Analysis Program CIAT, like some LAC partners, is well placed to take advantage of these new scientific tools and develop a new knowledge based economy for LAC.

The Argentine Ministry of Science, Technology and Productive Innovation is the national scientific and technological policy body of the National Executive Power of Argentina. The Directorate of International Relations of MINCyT directs bilateral and multilateral cooperation, involving amongst others agreements with the Global Change Research (IAI), the International Center on Genetic Engineering and Biotechnology (ICGEB), the Latin American Network on Biological Sciences (RELAB). It is also responsible for the R@ices Program-network of Argentine Researchers and Scientists abroad. With regard to the Food, Agriculture and Biotechnology theme, MINCYT has cocoordinated with CIRAD the FP6 project ALCUEFOOD, and participated in GO-GLOBAL (FP7), FOOD-N-CO (FP7) and BIO-CIRCLE (FP7) and EURALINET an IncoNet project aimed at improving the EU-Latin-American countries dialogue and participation in all FP7 themes. Of relevance to the present proposal MINCYT is also the administrative agency for BIOTESUR Platform an EU/MERCOSUR funded initiative directed to promote agricultural and food biotechnology development and exploitation in the MERCOSUR countries, with the long term objective to increase the competitiveness of regional products in the international markets (www.biotecsur.org).

The Inter-American Institute for Cooperation on Agriculture (IICA) is the specialized cooperation agency of the Inter-American System in dealing with agricultural issues. Headquarter is in San José, Costa Rica, and has offices in each of 34 countries of the Americas. IICA Office in Uruguay – manages a portfolio of projects in response to national and regional demands. Among the latter, IICA participates actively and co-finances different types of regional projects located at IICA Office in Uruguay. At the political level, IICA is the secretariat of Agriculture Ministers of MERCOSUR plus Chile and Bolivia. This political forum is related with REDPA that is network of Directors of Agricultural Policies of Southern Cone. Also, IICA supports and co finances Permanent Veterinarian Committee of MERCOSUR and PROCISUR. This regional mechanism has 30 years of existence and is a joint effort of National Agricultural Research Institutes in developing and promoting technological and institutional innovations.
